Football appeals to ALL elements of society, in every country in the world (c210 and the only game played in all); it is only a minority in some countries that use it for their own sad agendas.
In the UK, initiatives by the goverment, police and FA - have all but stopped racism and violence, with only the odd rare outbreak.
Society's 'base elements' will always find an outlet and the world's biggest sport will always have some unsavory hangers-on; but, worldwide, the situation is improving rapidly.
UEFA and FIFA's fines/bans/penalties are tough on clubs and countries and it is difficult to see what more can be done.
