He is not spoofing here and U2 took this advice. It's the main reason there are so few U2 Top of the Pops performances from the mid 1980s through to the late 1990s, plus the fact that when they performed an early song "Fire" from the October album on TOTP, their performance was so bad that the single dropped in the charts the next week.
