And I am pretty certain it`s Snakefinger, who previously was in the Residents.He made a solo album in about 1990, all the work they had done prior was pretty low-fi, and this sounds in keeping with it.
The bass on the track gave me the clue, as it keeps up with the guitar.

then its impossible he made an album in 1990 as he died 1987.he made 4 solo albums before his death.
I checked out some Snakefinger MP3`s last night, and his solo work was more in the style of Dick Dale, so I reckon the track is actually the Residents.
I am not good with dates, sadly, I approximated 1990.
The Residents deserve a thread of their own one day, their version of the Stones "Satisfaction", is one of the most eccentric, incredible dins, of all time.
And I adore it still.
