That's a shocking story. No better than criminals.
Here's another story about London police excess, also involving a black teenager, but not against him rather against a white woman who had tried to advise him of his rights: manacled, clothes cut off and strip-searched. It sounds as if they'd been trying to humiliate her rather than discover any kind of concealed weapon.
'Degrading strip search left me with PTSD'
For Dr Duff, the fight to hold the police accountable for what happened to her continues.
"My sense of the misconduct hearing is that it was a sham," she said.
"The fact that the panel was happy to rubberstamp this officer's actions without even bothering to question him just makes clear to me that the violating and degrading treatment I was subjected to was far from exceptional.
"I feel we are dealing with a real culture of impunity that needs to be challenged."
I read the BBC report quoted here and although much fuller than usual still leaves certain key issues unaddressed, this can be any of the parties involved police, complainant, lawyers or media in this case not disclosing information to improve their own position like "a better story".
First issue was Dr Duff as unresponsive as claimed by the police quoting having video evidence. She does not deny or contradict the position in the report as given. There is no reported confirmation that the panel, media or anyone for that matter reviewed the evidence to confirm the police were dealing with an unknown woman of unknown danger to herself or others. The police definitely in many of these incidences clearly are and certainly appear very gungho and need reigning in. Maybe we the public should intervene for sure but with more than one public member secretly recording everything on their mobile phone and transferred immediately. Trust no one or anything.
Another issue that no comparison is given to what is usually done. Like a cup of tea, discussion and dialogue. The chance to provide a representative. I would suspect Dr Duff may well be correct in that she became a target of the "justice / police" vindictive behavior rather that proper decency and civility.
But nevertheless the report does not address key issues for either side. I hate not knowing the facts, or all possible facts. I am sick of just stories and half truths.
