I think it is a ridiculous idea, a little bit like the suggestion of hiding the salt in fish and chip shops to discourage the customer from having it on their food. The more you mess with this type of thing the more mess you make.
All extra taxes do is encourage smuggling,and hiding will do the same.
Same as putting a minimum price on alcohol,suddenly the ferries will be full of 'booze cruise' bandits,and the already struggling exchequer looses even more.

The government's message seems to be ... stop smoking - but not yet (as we need the taxes) !
