Yes the above and also the explicit aim of SAGE to "scare" us in general into compliance and use of behavioural psychologists within SAGE to do so.

Data presentation/manipulation to scare us every press briefing.

Barney/Alison, you must realise you are being manipulated surely? Whether you agree with the aims of the Gov or not...?!
